Three Rivers Community College has teamed with the U.S. Small Business Administration (SBA) and the Connecticut Procurement Technical Assistance Program to present a series of seminars. This is the first in a series of seminars that become more specific in topic and instruction. This seminar will be presented by Brien Robertson, Program Director from CT PTAP.
Bidders are provided with an overview of what is entailed in responding to solicitations from the federal government. The topics will begin with an overview of Central Contractor Registration (CCR) and will explore the Online Representations and Certification database (ORCA). The seminar will review FEDBIZOPPS where most federal bids over $25,000 are posted. Business size standards will be explained through a discussion of the North American Industry Classification System (NAICS Codes).
There will also be a discussion of the various federal preference or set-aside programs including the HUBZone Program; Small Disadvantaged Program; 8(a) Program; Service Disabled Veteran Owned Businesses; Veteran Owned Business and Women Owned Businesses. Clarification between these programs and the State of Connecticut’s set-aside programs will be provided.
Other topics explored are; responding to an actual solicitation; marketing to the government; prime contractors’ subcontracting plans; electronic invoicing (WAWF) and understanding the importance of FAR clauses.
There will be some discussion of the CT PTAP program that is funded by both the Connecticut Department of Economic and Community Development and the U.S. Department of Defense. The seminar will review how CT PTAP conducts matchmaker events in which government agents and prime contractors sit down on a one-to-one basis with small businesses to explore contracting opportunities. This is an interactive seminar in which questions are encouraged.
